Here’s quick fix if you’re having difficulty connecting to certain sites, which could be due to your ISP’s routing to the site or it’s been blocked by a proxy/firewall which you have to use. All you have to do is put the URL of the site you wish to access into the input box at ATunnel and hit the ‘Begin browsing’ button or the Enter key. You can also use this service if you’re paranoid about your online privacy and would like to cover your tracks.
Similar proxy services can be found here.

Ko: ATunnel is a anonymous web browsing site, so Skype would definitely not work. Gmail/Yahoo! Mail would need authentication, so I wouldn’t use an anonymous proxy for that.
You could try SSH tunneling instead (which has gotten pretty popular with BitTorrent:

It will only be a matter of time before a new site gets blocked if the systems/network admins are diligent enough to check the logs of what new sites users are using to bypass their blocklist.
VPN or SSH tunneling would most definitely get around these kind of blocks, but more adept admins would’ve probably added measures to counter this with port blocking etc.
Be nice to your systems/network admins and ask for a favour? Might work. ;)
